 新常態(tài)經(jīng)濟(jì)就是社會(huì)主義市場(chǎng)經(jīng)濟(jì),新常態(tài)經(jīng)濟(jì)學(xué)就是社會(huì)主義市場(chǎng)經(jīng)濟(jì)學(xué)。以新常態(tài)經(jīng)濟(jì)為經(jīng)濟(jì)形態(tài)的社會(huì)主義市場(chǎng)經(jīng)濟(jì)、以新常態(tài)經(jīng)濟(jì)學(xué)為理論形態(tài)的社會(huì)主義市場(chǎng)經(jīng)濟(jì)學(xué),是中國(guó)社會(huì)主義理論與實(shí)踐發(fā)展的必然結(jié)果,是中國(guó)社會(huì)發(fā)展的自然歷史過(guò)程。

  新常態(tài)經(jīng)濟(jì)學(xué)以中華民族傳統(tǒng)文化精粹為科學(xué)社會(huì)主義主要思想理論來(lái)源,以科學(xué)社會(huì)主義的核心價(jià)值為基本線索,結(jié)合解釋、解決中國(guó)改革開(kāi)放以來(lái)的一系列社會(huì)熱點(diǎn)、焦點(diǎn)、前沿問(wèn)題建構(gòu)以中國(guó)文化范式為基礎(chǔ)、以中國(guó)人傳統(tǒng)價(jià)值觀為核心的社會(huì)主義經(jīng)濟(jì)理論體系、理論模型與實(shí)踐模式。在新常態(tài)經(jīng)濟(jì)學(xué)中科學(xué)社會(huì)主義與市場(chǎng)經(jīng)濟(jì)的核心價(jià)值是一致的,社會(huì)主義市場(chǎng)經(jīng)濟(jì)是科學(xué)社會(huì)主義的實(shí)踐模式,在思維方式、理論基礎(chǔ)、發(fā)展模式方面科學(xué)定位新常態(tài)經(jīng)濟(jì),確立中國(guó)對(duì)新常態(tài)經(jīng)濟(jì)與改革開(kāi)放的話語(yǔ)權(quán),為社會(huì)主義市場(chǎng)經(jīng)濟(jì)提供了深厚的文化基礎(chǔ)、深層次的理論依據(jù)與現(xiàn)實(shí)可操作的頂層設(shè)計(jì)。

  經(jīng)濟(jì)是價(jià)值的創(chuàng)造、轉(zhuǎn)化與實(shí)現(xiàn);人類經(jīng)濟(jì)活動(dòng)就是創(chuàng)造、轉(zhuǎn)化、實(shí)現(xiàn)價(jià)值,滿足人類物質(zhì)文化生活需要的活動(dòng)。經(jīng)濟(jì)學(xué)是研究人類經(jīng)濟(jì)活動(dòng)的規(guī)律即研究?jī)r(jià)值的創(chuàng)造、轉(zhuǎn)化、實(shí)現(xiàn)的規(guī)律——經(jīng)濟(jì)發(fā)展規(guī)律的理論,分為政治經(jīng)濟(jì)學(xué)與科學(xué)經(jīng)濟(jì)學(xué)兩大類型。政治經(jīng)濟(jì)學(xué)自發(fā)從某個(gè)側(cè)面研究?jī)r(jià)值規(guī)律或經(jīng)濟(jì)規(guī)律,科學(xué)經(jīng)濟(jì)學(xué)自覺(jué)從整體上研究?jī)r(jià)值規(guī)律或經(jīng)濟(jì)規(guī)律。對(duì)稱經(jīng)濟(jì)學(xué)就是科學(xué)經(jīng)濟(jì)學(xué)。經(jīng)濟(jì)學(xué)的核心是經(jīng)濟(jì)規(guī)律。在對(duì)稱經(jīng)濟(jì)學(xué)看來(lái),資源的優(yōu)化配置與優(yōu)化再生只是經(jīng)濟(jì)規(guī)律的展開(kāi)和具體表現(xiàn),經(jīng)濟(jì)學(xué)的對(duì)象應(yīng)該是資源優(yōu)化配置與優(yōu)化再生后面的經(jīng)濟(jì)規(guī)律與經(jīng)濟(jì)本質(zhì),而不是停留在資源的優(yōu)化配置與優(yōu)化再生層面。停留在資源的優(yōu)化配置與優(yōu)化再生層面的,是政治經(jīng)濟(jì)學(xué)而不是科學(xué)的經(jīng)濟(jì)學(xué)。要研究經(jīng)濟(jì)發(fā)展的規(guī)律就必須從整體上統(tǒng)一研究經(jīng)濟(jì)現(xiàn)象,宏觀經(jīng)濟(jì)與微觀經(jīng)濟(jì)是統(tǒng)一的經(jīng)濟(jì)體中對(duì)稱的兩個(gè)方面,所以在科學(xué)的對(duì)稱經(jīng)濟(jì)學(xué)范式框架中,有宏觀經(jīng)濟(jì)與微觀經(jīng)濟(jì)之分,沒(méi)有宏觀經(jīng)濟(jì)學(xué)與微觀經(jīng)濟(jì)學(xué)之別;而政治經(jīng)濟(jì)學(xué)總是把經(jīng)濟(jì)學(xué)分為宏觀經(jīng)濟(jì)學(xué)與微觀經(jīng)濟(jì)學(xué)。

  所謂新常態(tài)經(jīng)濟(jì),就是對(duì)經(jīng)濟(jì)本義的復(fù)歸,對(duì)人類經(jīng)濟(jì)活動(dòng)本義的復(fù)歸,因此新常態(tài)經(jīng)濟(jì)是與改革開(kāi)放以來(lái)GDP導(dǎo)向的舊經(jīng)濟(jì)形態(tài)與經(jīng)濟(jì)發(fā)展模式不同的新的經(jīng)濟(jì)形態(tài)與經(jīng)濟(jì)發(fā)展模式,而不是僅僅把原來(lái)的高速增長(zhǎng)降低為中高速增長(zhǎng)。新常態(tài)經(jīng)濟(jì)用發(fā)展代替增長(zhǎng)、用社會(huì)全面發(fā)展代替GDP增長(zhǎng),用價(jià)值機(jī)制取代價(jià)格機(jī)制作為市場(chǎng)的核心機(jī)制,把改革開(kāi)放的目標(biāo)定位于生產(chǎn)力發(fā)展、人民幸福、社會(huì)可持續(xù)發(fā)展的社會(huì)主義市場(chǎng)經(jīng)濟(jì)而不是不可持續(xù)增長(zhǎng)的資本主義市場(chǎng)經(jīng)濟(jì)。新常態(tài)經(jīng)濟(jì)是非常態(tài)經(jīng)濟(jì)的轉(zhuǎn)型,新常態(tài)經(jīng)濟(jì)學(xué)是轉(zhuǎn)型經(jīng)濟(jì)學(xué)、幸福經(jīng)濟(jì)學(xué)。轉(zhuǎn)型經(jīng)濟(jì)學(xué)、幸福經(jīng)濟(jì)學(xué)是以轉(zhuǎn)型經(jīng)濟(jì)為研究對(duì)象的經(jīng)濟(jì)學(xué),是經(jīng)濟(jì)增長(zhǎng)方式轉(zhuǎn)變、經(jīng)濟(jì)發(fā)展模式轉(zhuǎn)軌基礎(chǔ)上的經(jīng)濟(jì)學(xué)范式轉(zhuǎn)換的經(jīng)濟(jì)學(xué)。轉(zhuǎn)型經(jīng)濟(jì)學(xué)、幸福經(jīng)濟(jì)學(xué)與傳統(tǒng)GDP經(jīng)濟(jì)學(xué)屬于不同的經(jīng)濟(jì)學(xué)范式,在舊范式框架中不可能有真正的轉(zhuǎn)型經(jīng)濟(jì)學(xué)、幸福經(jīng)濟(jì)學(xué),只有在對(duì)稱經(jīng)濟(jì)學(xué)范式框架中才有真正的轉(zhuǎn)型經(jīng)濟(jì)學(xué)、幸福經(jīng)濟(jì)學(xué)。

  新常態(tài)經(jīng)濟(jì)是穩(wěn)增長(zhǎng)調(diào)結(jié)構(gòu)的經(jīng)濟(jì),而不是總量經(jīng)濟(jì);著眼于經(jīng)濟(jì)結(jié)構(gòu)的對(duì)稱態(tài)及在對(duì)稱態(tài)基礎(chǔ)上的可持續(xù)發(fā)展,而不是GDP、人均GDP增長(zhǎng)與經(jīng)濟(jì)規(guī)模最大化,因此新常態(tài)經(jīng)濟(jì)學(xué)是結(jié)構(gòu)經(jīng)濟(jì)學(xué)。結(jié)構(gòu)經(jīng)濟(jì)學(xué)是用結(jié)構(gòu)方法解釋經(jīng)濟(jì)現(xiàn)象、研究經(jīng)濟(jì)發(fā)展的經(jīng)濟(jì)學(xué)。結(jié)構(gòu)經(jīng)濟(jì)學(xué)分為舊結(jié)構(gòu)經(jīng)濟(jì)學(xué)與新結(jié)構(gòu)經(jīng)濟(jì)學(xué)。舊結(jié)構(gòu)經(jīng)濟(jì)學(xué)運(yùn)用靜態(tài)的、純客體的三維結(jié)構(gòu)方法分析經(jīng)濟(jì)、研究經(jīng)濟(jì)發(fā)展,新結(jié)構(gòu)經(jīng)濟(jì)學(xué)運(yùn)用動(dòng)態(tài)的,主客體對(duì)稱、時(shí)間空間層次對(duì)稱的五維結(jié)構(gòu)方法解釋經(jīng)濟(jì)現(xiàn)象、認(rèn)識(shí)經(jīng)濟(jì)結(jié)構(gòu)、把握經(jīng)濟(jì)規(guī)律、揭示經(jīng)濟(jì)本質(zhì)、研究經(jīng)濟(jì)發(fā)展。因此新結(jié)構(gòu)經(jīng)濟(jì)學(xué)就是對(duì)稱經(jīng)濟(jì)學(xué)。在新結(jié)構(gòu)經(jīng)濟(jì)學(xué)看來(lái),經(jīng)濟(jì)主體與經(jīng)濟(jì)客體的對(duì)稱結(jié)構(gòu)是基本的經(jīng)濟(jì)結(jié)構(gòu),經(jīng)濟(jì)主體與經(jīng)濟(jì)客體的對(duì)稱關(guān)系是經(jīng)濟(jì)發(fā)展的最根本動(dòng)力,所以新結(jié)構(gòu)經(jīng)濟(jì)學(xué)又可以稱為發(fā)展經(jīng)濟(jì)學(xué)。發(fā)展經(jīng)濟(jì)學(xué),研究經(jīng)濟(jì)發(fā)展規(guī)律、經(jīng)濟(jì)發(fā)展與社會(huì)發(fā)展相互關(guān)系規(guī)律、以經(jīng)濟(jì)發(fā)展為基礎(chǔ)的社會(huì)發(fā)展規(guī)律的經(jīng)濟(jì)學(xué)。真正的發(fā)展經(jīng)濟(jì)學(xué)只能是揚(yáng)棄微觀經(jīng)濟(jì)學(xué)和宏觀經(jīng)濟(jì)學(xué)的整體經(jīng)濟(jì)學(xué)。結(jié)構(gòu)經(jīng)濟(jì)學(xué)與線性經(jīng)濟(jì)學(xué)、發(fā)展經(jīng)濟(jì)學(xué)與增長(zhǎng)經(jīng)濟(jì)學(xué)是不同的經(jīng)濟(jì)學(xué)范式,在舊范式框架中不可能有真正的結(jié)構(gòu)經(jīng)濟(jì)學(xué)、發(fā)展經(jīng)濟(jì)學(xué),只有在對(duì)稱經(jīng)濟(jì)學(xué)范式框架中才有真正的結(jié)構(gòu)經(jīng)濟(jì)學(xué)與發(fā)展經(jīng)濟(jì)學(xué)。

  新常態(tài)經(jīng)濟(jì)就是對(duì)稱態(tài)經(jīng)濟(jì),新常態(tài)經(jīng)濟(jì)學(xué)就是對(duì)稱經(jīng)濟(jì)學(xué)。對(duì)稱經(jīng)濟(jì)學(xué)是以對(duì)稱哲學(xué)為哲學(xué)基礎(chǔ),運(yùn)用對(duì)稱的、五度空間的、復(fù)雜系統(tǒng)論的方法,以經(jīng)濟(jì)主體與經(jīng)濟(jì)客體的對(duì)稱關(guān)系為出發(fā)點(diǎn),以主體性與科學(xué)性的統(tǒng)一、實(shí)證性與規(guī)范性的統(tǒng)一為基本原則,以對(duì)稱發(fā)展觀為核心,建立起來(lái)的科學(xué)的、一般的、人類的、與政治經(jīng)濟(jì)學(xué)相對(duì)而言的科學(xué)經(jīng)濟(jì)學(xué),是第一個(gè)由中國(guó)人自己創(chuàng)立的經(jīng)濟(jì)學(xué)科學(xué)理論體系。對(duì)稱經(jīng)濟(jì)學(xué)是轉(zhuǎn)型經(jīng)濟(jì)學(xué)、幸福經(jīng)濟(jì)學(xué)、結(jié)構(gòu)經(jīng)濟(jì)學(xué)、發(fā)展經(jīng)濟(jì)學(xué)的理論基礎(chǔ)。正好像新常態(tài)經(jīng)濟(jì)與GDP經(jīng)濟(jì)是不同的經(jīng)濟(jì)形態(tài),以對(duì)稱平衡論為理論基礎(chǔ)的對(duì)稱經(jīng)濟(jì)學(xué)或新常態(tài)經(jīng)濟(jì)學(xué)與以一般均衡論為理論基礎(chǔ)的西方經(jīng)濟(jì)學(xué)、政治經(jīng)濟(jì)學(xué)、GDP經(jīng)濟(jì)學(xué)是不同的經(jīng)濟(jì)學(xué)范式。
