Consumers International (CI) and its member organisations celebrated victory today as regulators from more than 100 countries agreed on long overdue guidance on the labelling of genetically modified (GM) food.

超過(guò)100個(gè)國(guó)家的監(jiān)管機(jī)構(gòu)同意已經(jīng)延遲太久的轉(zhuǎn)基因食品標(biāo)識(shí)指導(dǎo)方針時(shí)，“消費(fèi)者國(guó)際”（CI）及其成員的組織今天慶祝勝利！

The Codex Alimentarius Commission, made up of the world"s food safety regulatory agencies, has been labouring for two decades to come up with consensus guidance on this topic.

（國(guó)際）食品規(guī)范委員會(huì)，由世界食品安全監(jiān)管機(jī)構(gòu)組成，為對(duì)于這個(gè)課題達(dá)成一致指導(dǎo)方針已經(jīng)努力了二十年！

No legal opposition to GM labeling

對(duì)于轉(zhuǎn)基因標(biāo)識(shí)沒(méi)有法律反對(duì)者

In a striking reversal of their previous position, on Tuesday, during the annual Codex summit in Geneva, the US delegation dropped its opposition to the GM labelling guidance document, allowing it to move forward and become an official Codex text.

The new Codex agreement means that any country wishing to adopt GM food labelling will no longer face the threat of a legal challenge from the World Trade Organization (WTO). This is because national measures based on Codex guidance or standards cannot be challenged as a barrier to trade.

這個(gè)新的食品規(guī)范協(xié)議意味著，任何國(guó)家如若希望采納轉(zhuǎn)基因食品標(biāo)識(shí)，他們不再面臨世界貿(mào)易組織（WTO）法律挑戰(zhàn)的威脅！

陳一文顧問(wèn)按：“這個(gè)新的食品規(guī)范協(xié)議”達(dá)成之前，“任何國(guó)家如若希望采納轉(zhuǎn)基因食品標(biāo)識(shí)，他們將面臨世界貿(mào)易組織（WTO）法律挑戰(zhàn)的威脅”說(shuō)明，美國(guó)為首西方國(guó)家操控的世界貿(mào)易組織的“規(guī)則”剝奪了其他國(guó)家政府捍衛(wèi)本國(guó)人民持續(xù)安全、健康、生存與繁衍的至高無(wú)上的“國(guó)家主權(quán)”！中國(guó)政府如若為了捍衛(wèi)本國(guó)人民持續(xù)安全、健康、生存與繁衍的至高無(wú)上的“國(guó)家主權(quán)”決策禁絕任何孟山都劣質(zhì)、低營(yíng)養(yǎng)、有毒、垃圾抗草甘膦轉(zhuǎn)基因大豆、轉(zhuǎn)基因玉米進(jìn)口而遭到世界貿(mào)易組織（WTO）的非議，中國(guó)領(lǐng)導(dǎo)人應(yīng)當(dāng)敢于宣布：為了捍衛(wèi)本國(guó)人民持續(xù)安全、健康、生存與繁衍的至高無(wú)上的“國(guó)家主權(quán)”，我們寧愿退出這種規(guī)則的世界貿(mào)易組織（WTO），逼迫世界貿(mào)易組織（WTO）規(guī)則進(jìn)行重大改革！

This will have immediate implications for consumers. Edita Vilcapoma of the Peruvian consumer group ASPEC, representing Consumers International at the Codex meeting in Geneva, said:

這對(duì)于消費(fèi)者具有立即的含義。秘魯消費(fèi)者組織ASPEC的伊狄塔·維爾卡坡瑪（Edita Vilcapoma），在日內(nèi)瓦舉行的（國(guó)際）食品規(guī)范委員會(huì) 會(huì)議上代表“消費(fèi)者國(guó)際”說(shuō)：

"Peru"s recent introduction of GM food labelling faced the threat of a legal challenge from the WTO. This new Codex agreement now means that this threat has gone and the consumer right to be informed has been secured. This is major victory for the global consumer movement."

“秘魯最近推出轉(zhuǎn)基因標(biāo)識(shí)使他們面臨世界貿(mào)易組織（WTO）法律挑戰(zhàn)的威脅。這個(gè)新的‘食品規(guī)范’協(xié)議現(xiàn)在意味著這種威脅已經(jīng)沒(méi)有了，消費(fèi)者的知情權(quán)被保障。這是全球消費(fèi)者運(yùn)動(dòng)的重大勝利?！?/p>

GM health monitoring

The agreement also recognizes the enormous health monitoring benefits of giving consumers transparent information about the presence of GM foods. Consumers International"s lead delegate at Codex, and a senior scientist at Consumers Union of the United States, Dr Michael Hansen, stated:

"We are particularly pleased that the new guidance recognises that GM labelling is justified as a tool for post market monitoring. This is one of the key reasons we want all GM foods to be required to be labelled - so that if consumers eat modified foods, they will be able to know and report to regulators if they have an allergic or other adverse reaction."

陳一文顧問(wèn)按：依照贊同轉(zhuǎn)基因食品標(biāo)識(shí)指導(dǎo)方針的這個(gè)（國(guó)際）食品規(guī)范協(xié)議，中國(guó)消費(fèi)者必須盡快爭(zhēng)取所有來(lái)自轉(zhuǎn)基因大豆、轉(zhuǎn)基因玉米飼料喂食的家畜、家禽的肉、蛋、奶必須標(biāo)識(shí)“轉(zhuǎn)基因食品”的“知情權(quán)”！不僅便于消費(fèi)者發(fā)現(xiàn)食用這些轉(zhuǎn)基因食品后“發(fā)生過(guò)敏或其他有害反應(yīng)時(shí)向監(jiān)管機(jī)構(gòu)提出報(bào)告”，而且能夠在選購(gòu)食品時(shí)拒絕這些“轉(zhuǎn)基因食品”！

African consumers for GM labeling

非洲消費(fèi)者贊同轉(zhuǎn)基因標(biāo)識(shí)

The labelling milestone is particularly welcomed by CI member organisations in Africa, who have been fighting on behalf of their consumers for the right to be informed about GM food. Samuel Ochieng, President Emeritus of Consumers International and CEO of the Consumer Information Network of Kenya said:

非洲的“消費(fèi)者國(guó)際”成員特別歡迎對(duì)轉(zhuǎn)基因食品標(biāo)識(shí)的這個(gè)里程碑，他們代表他們的消費(fèi)者為取得對(duì)于轉(zhuǎn)基因食品的知情權(quán)長(zhǎng)期斗爭(zhēng)。塞繆爾·奧黔（Samuel Ochieng），“消費(fèi)者國(guó)際”榮譽(yù)主席與“肯尼亞消費(fèi)者信息網(wǎng)”最高執(zhí)行官，表示：

"While the agreement falls short of the consumer movement"s long-held demand for endorsement of mandatory GM food labelling, this is still a significant milestone for consumer rights. We congratulate Codex on agreeing on this guidance, which has been sought by consumers and regulators in African countries for nearly twenty years. This guidance is extremely good news for the worlds" consumers who want to know what is in the foods on their plates".

“盡管這個(gè)協(xié)議沒(méi)有贊同消費(fèi)者運(yùn)動(dòng)長(zhǎng)期以來(lái)對(duì)于強(qiáng)制性轉(zhuǎn)基因標(biāo)識(shí)的要求，它依然是消費(fèi)者權(quán)益的意義重大里程碑。我們對(duì)于（國(guó)際）食品規(guī)范委員會(huì) 同意這個(gè)指導(dǎo)方針表示祝賀，非洲國(guó)家消費(fèi)者與監(jiān)管機(jī)構(gòu)需求這項(xiàng)指導(dǎo)方針已近二十年。對(duì)于要求知道他們餐盤(pán)上的食物中到底有什么的世界消費(fèi)者來(lái)講，這項(xiàng)指導(dǎo)方針是極好的消息?！?/p>
